Mr. Whaley filed an amended complaint against Clinton County and Sheriff Kelly Stover. The heart of Whaley’s case stems from an incident on August 21, 2022, in Lycoming County, Pennsylvania. According to the complaint, Whaley was stopped by Officer Jared Mahosky. During this stop, Whaley claimed to be “an Aborigine Pennsylvania Native, a national but not a citizen of the United States.” Despite this declaration, Officer Mahosky proceeded to arrest him based on an outstanding warrant from Clinton County.

He links this traffic stop to an earlier “NOTICE OF MOTION AND MOTION TO INTERVENE WITH AN INJUNCTION” he supposedly served on Clinton County and Sheriff Stover in April 2022. Whaley accuses a Clinton County magistrate of committing securities fraud by using his name without permission. In response, Whaley demands 5.7 million dollars and an ounce of pure gold.

Unsurprisingly, the case was dismissed. “Whaley’s claims are based on a theory that he is a sovereign citizen, any such claims fail and should be dismissed.”
