On November 12, 2022, AMEX Bank of Canada filed a Statement of Claim seeking judgment in the amount of $16,297.06 against Romana Didulo follower Dianne Vincent (also known as Dianne H. Vincent). She defaulted on her credit card payments.
In response, on November 29, 2022, Ms. Vincent responded by sending “Royal Decree #38 – Debt Forgiveness/Cancelation (sic) of All Financial Obligations for All Canadians”, as well as a website address” Below is the decree in its entirety.
AMEX asked the judge (Associate Chief Justice K.G. Nielsen) to review the claim to determine if it’s “frivolous, vexatious, or otherwise an abuse of process.” In his judgment, it appeared to be a “frivolous, vexatious, or abusive proceeding” and as such required that Ms. Vincent file a “Written Submission setting out why her Statement of Defence should not be struck out because of a significant problem.”
The judge also noted that by pleading or relying on the Royal decree, her tactics are like those used by “Organized Pseudolegal Commercial Argument (OPCA) litigants” as described in Meads v Meads.
In the written submission, the judge notes that Ms. Vincent must answer a set of questions and make a case for why it is not a vexatious application or proceeding. She’s also encouraged to seek proper legal advice.

This is yet another case documenting the damage Romana Didulo is doing to her followers, and sadly we can expect there to be more. With the news that she is printing “loyalty” money and is currently collecting names of Canadian “nationals,” who she says are worthy of the fake money, it is likely that some will try to use it to pay their bills. In fact, this might be the very first case we have so far. Verification would be necessary to confirm but see the tweet below.
